The files included below have not been approved by the Board of Directors and are merely DRAFT revisions to the SUDAS manuals.


  1. Schedule of 2024 regional meetings
    The schedule of meetings will be presented.

Design Manual Items

  1. Erosion and sediment control (Design Sects 7E-5, 7E-18, and 7E-21; Spec Sect 9040)
    Revise spec section based on last year’s revisions to the erosion and sediment control design sections, which lead to additional design revisions.

Specifications Manual Items

  1. Unsuitable backfill material (Section 3010, 1.08, A, 2 and D)
    Modify language to more clearly define incidental removal of soil material and costs associated with removal and replacement of unsuitable trench materials.
  2. Pipe cleaning and rehabilitation (Section 4050)
    Revise section to provide separate specifications for cleaning from rehabilitation and added payment for the removal and disposal of materials from site.  This will allow communities to use SUDAS Specifications for letting just cleaning projects, if necessary.
  3. Surface water crossing (Section 5010, 3.06, E)
    Language was mistakenly deleted when the DNR rules for water and sewer conflict requirements were updated.
  4. Connection to existing manhole or intake (Section 6010, 1.08, G and 3.05, A)
    Add language about removing/replacing fillet.
  5. Pavement joints (Figure 7010.101/PV-101)
    Iowa DOT Construction and Materials Bureau requested adding elliptical dowels as an option for dowel joints.  Iowa DOT Bridges and Structures Bureau also requested changing how the CF joint is constructed.
  6. Combined retaining wall – sidewalk (Figure 9072.221/MI-221)
    Add a clarification dimension to the Type A wall detail.


  1. Discussion items
    • What criteria are being using to determine your pre-development runoff rates? Storm duration based on Tc or other?  Pre-development site conditions?
    • Should we add a bid item to Section 2010 to address removal and disposal of objectionable items?
    • Clarification on Figure 4040.233, note 9 – “for subdrain outlet to ditch, only use fork type rodent guard.”
    • In pipe rehabilitation, does the grinding of the protruding service have to be flush to the main sewer pipe or can we allow 1/2 inch?
    • Add guidance for low pressure sewer systems?
    • Should we add language to the specs regarding the charging of working days during pavement curing (like Iowa DOT Article 1108.02, E, 5)?
    • Should we pay for winter protection for PCC and winter additives for HMA?
    • Iowa DOT changed their pavement marking width.
    • Should we add a foundation design for a signal pole with two mast arms?
    • Add erosion control mobilization as included in the Iowa DOT Specifications?
    • Other?
  2. Iowa Public Works Service Bureau update

  3. Products and/or research
    Committee members can suggest new products to be proposed for SUDAS manual inclusion; suggestions for potential research projects can also be made at this time.
